This issue’s leader ‘Digging deeper’ by Sean Christie investigates the beneficiation debate between governments and the mining industry and asks whether it’s benefiting African economies at all. ‘When it comes to government policy with regards to beneficiation, there is no carrot for miners, it’s all stick,’ says local economist Tony Hawkins.
